You can not currently limit the number of users that Catapult can make an installation for; we may consider introducing such a limitation in future, but given our own experience in the field we currently think this may have more negative than positive effect on the user. Nevertheless, we will consider it.
On your second question: at any given time you can go to www.beiks.com/mystuff and use your order details to log-in and download the latest Catapult copy that you are legible to download.
Note that about once a year we release a new commercial upgrade and if you miss it then you'll only be able to download the latest released version before it.
Throughout the year there are also often small and free updates, but they are always related to the latest version before them.
