Try installing the downloaded files one by one; the most common reason for Hotsync to fall into this mode is if the files being installed are corrupt; this may sometimes happen when downloading, especially in an enviornment where, as you say, some of the files are not being able to download at all.
If you have any download managers, download accelerators, firewals etc. it may be a good idea to temporarily turn them off.
Please get back to us - either here or on the support email - with more details on what exactly happens when trying to download BDicty Dictionary itself; we would, of course, send it over email if neccessary, but we would like to know what is preventing you from being able to download it.
Finally, I am not very sure what do you mean by being able to download and install the Public version, but "still seeing the above mentioned freezing"; if Hotsync is freezing, it is most likely due to one of the files scheduled for installation - you will want to manually run the Install Tool and remove all files scheduled there, then do a Hotsync - it should succeed. If it does not, then probably the HotSync installation itself needs repairing. It happens sometimes, and reinstall of Palm Desktop usually fixes it.
