It has been an error at our end: the version update somehow did not make it in the program itself. However, you will still notice that the copyright is set to 2003 while the release of 1.2 has been made in 2002 according to the revision history.
Again, it is only a matter of technical fault, for which we apologize. If the installer says 1.3 then you have 1.3.
