The problem with this is only with the Vietnamese fonts for Windows CE; once we have appropriate fonts the rest will be easy.
We already have BDicty version which allows the user to choose the font for displaying titles, so the English->Vietnamese would be very easy to handle given a right font is installed.
The reverse might be somewhat trickier, but is also resolvable in long run.
