Sorry if our attempt for clarification has only confused you.
The Turkish dictionaries do need a localization kit similar to PalmType/InterType, however our own *does not* provide Turkish support yet, although we are working on it and expecting it within a few weeks.
In the meantime, your best guess is to just get it from another vendor. From our point of view it was actually better for the customers to release a lower-priced dictionay independent from the localization rather than bind them together and sell for higher price.
