You are probably using Windows XP and what you mean by "the program" is a ZIP file - a compressed file, which contains other files.

When you open a ZIP file on Windows XP it makes you believe you are inside a folder, but you are not. Instead, Windows XP copies the files into a temporary place, deep inside the Windows file system - deep enough to confuse Palm Desktop's Install tool.

So, instead of double-clicking on a file inside that "folder", copy it and paste it on the desktop. You will THEN be able to double-click and install it.
