You can not easily modify the messages that Catapult produces, but I am fairly sure it uses Active Sync and not "HotSync" in the PocketPC installations; maybe you are using an older version?
If all the rest works fine - if it install what it needs to install on a Windows with ActiveSync - then it must be incorrect or old version of the corresponding executable.
Follow-up with our support account in this case.
I can assure you all our Pocket PC installations are made with our Install Expert /former Pilot Catapult/.
