From the sound of it, the first thing to suggest is to have the customer delete the ResENU.dll file and then try intalling again.
Even though this is not likely related to your current issue, we would like to point out that Pilot Catapult 2.2 is rather out-of-date by now and you should consider upgrading to the latest release.
There is, in fact, an upcoming major update (see http://www.installexpert.com), which, when released, will only be available at a full price to Catapult 2.x owners.
Owners of the current 3.x version who had purchased it within a certain time frame prior the Install Expert official launch will likely get the upgrade for free.
