Yes, this is the file that the quoted paragraph refers to. It contains transcriptions of some 30 or 40 thousand English words.
And it has to be in the main memory, to the best of my knowledge, although there is a slight chance it may as well work out of the card.
If you do not need transcriptions for English words, you can delete the file; BDicty will work all right.
