The problem is probably not in the OS version.
More likely, either your carrier or your employer (if the BlackBerry is under corporate governance) has disabled installation of applications OTA.
You can try to install other applications OTA; if you can, then the device security policy does enable it and only a URL limitation could possibly apply, which makes it more likely to be a carrier limitation.
At any rate downloads at http://mobile.beiks.com work as expected on regular devices.
